Short-stay visa: purpose, duration, and conditions

The short-stay visa allows the interested person to request entry into Romanian territory for reasons other than immigration, for an uninterrupted stay or multiple stays that cannot exceed, in total, 90 days within any 180-day period. This type of visa can be issued for one or multiple entries. The short-stay visa grants the holder the right to visit Romania for a limited period and, as a rule, cannot be extended. If the person wishes to remain longer on Romanian territory, they must obtain a long-stay visa and, subsequently, a residence permit.

Content of the invitation

The invitation will contain, among other things:

  • The data of the inviting person. This can be a person of Romanian citizenship or a foreign citizen residing in Romania;
  • The purpose of the foreign citizen's stay in Romania (visit, tourism, or business);
  • The period of the stay;
  • Where applicable, the declaration that the inviting person undertakes to cover the costs associated with their maintenance (accommodation, food, medical assistance, transport ticket), as well as the costs of returning them to their country of residence, should the foreign citizen fail to respect the duration of stay in Romania. The declarations regarding maintenance and accommodation are not mandatory, but if they are not included in the invitation, the invited person must submit proof of means of support and accommodation conditions to the embassy/consulate.

The notarial invitation is not used for work, family reunification, long stay, or settlement in Romania. These situations require different procedures, usually through IGI and/or the competent Romanian embassy or consulate.

When the notarial invitation is not sufficient: countries requiring an IGI-approved invitation

A notarial invitation is not sufficient; an invitation approved by the Ministry of Internal Affairs – General Inspectorate for Immigration (IGI) is required, for citizens of the following states:
Afghanistan, Algeria, Angola, Bangladesh, Burundi, Cameroon, Central African Republic, Chad, Ivory Coast, Comoros, Congo, Djibouti, North Korea, Egypt, Eritrea, Gabon, Guinea, Guinea-Bissau, Haiti, India, Indonesia, Jordan, Iran, Iraq, Kyrgyzstan, Lebanon, Libya, Mali, Morocco, Mauritania, Nigeria, Pakistan, Palestine, Russia, Syria, Somalia, Sri Lanka, Sudan, South Sudan, Tunisia, Uzbekistan, Yemen

Exceptions

In the case of the states indicated above for which an IGI-approved invitation is required, a notarial invitation is sufficient if the interested person is in one of the following situations:

  • Is a minor foreign citizen whose parent is in possession of a residence permit in Romania that is valid for at least 90 days from the date the entry visa is granted;
  • The spouse and parents of a foreign citizen who is in possession of a residence permit in Romania that is valid for at least 90 days from the date the entry visa is granted;
  • An adult foreign citizen (over 18 years old) whose parent is a Romanian citizen;
  • A foreign citizen who is the parent of a Romanian citizen.

Must the invitation be sent in original or is a scanned copy sufficient?

The notarial invitation must usually be sent to the invited person in original, as the embassy or consulate may request the original document for the visa file. A scanned copy can be useful for information or scheduling, but should not be considered sufficient without confirmation from the competent consulate.

If the guest stays at a hotel, can I still make a notarial invitation?

Yes, the notarial invitation can also be made when the invited person will stay at a hotel, not at the inviting person's residence. In this case, the invitation can mention the hotel address or the fact that the invited person will present proof of accommodation for the visa file.

If the inviting person does not provide accommodation or maintenance for the guest, the embassy or consulate may ask the invited person for additional documents, such as a hotel reservation, proof of means of support, and the other documents required for the short-stay visa.

Other clarifications

  • The invitation for a foreign citizen is done at the notary office only for short-stay visas intended for visits, tourism, or business, therefore not for family reunification, marriage, or other types of long-stay visas;
  • The document is drafted at the notary office; there is no need to come to the notary with an invitation letter or a pre-filled model;
  • After authentication, the invitation is sent to the invited person (e.g., by mail or courier) to be used for the visa application submitted to the embassy or consulate;
  • The document is drafted and authenticated on the same day. To avoid any potential waiting in the office (if the notary office is already busy with other clients), an appointment is recommended - for example: you can send the necessary scanned documents by email and we will schedule you only to sign and pick up the invitation.
Documents required at the embassy/consulate to obtain the visitor visa
  • a valid travel ticket to the destination or the driving license, green card, and registration documents of the means of transport, in the case of drivers;
  • medical insurance;
  • the notarial invitation from the visited person, showing that they will cover the removal costs if the invited foreigner does not leave Romania by the date their right of stay established by the visa expires, as well as, when the visited person undertakes it, the means of support and accommodation for the foreigner;
  • proof of means of support in the amount of 50 euros/day for the entire period, but not less than 500 euros or the equivalent in convertible currency, only if the notarial invitation does not state that the visited person will also provide the means of support;
  • proof of providing accommodation conditions, in the form of a firm reservation at an accommodation unit, an act of ownership, or a rental agreement for a dwelling in Romania in the applicant's name, only if the notarial invitation does not state that the visited person also provides accommodation.

Can a foreign citizen enter Romania only with the notarial invitation, without a visa?

If the guest has a residence permit in another European country, do they still need a visa for Romania?

Can I make a notarial invitation if the invited person stays at a hotel?

Can the invited person come to Romania for marriage based on a notarial invitation?

The notarial invitation can only be used to obtain a short-stay visa, if this is accepted for the invited person's citizenship. If the purpose is marriage in Romania, settling in Romania, family reunification, or obtaining a residence permit after marriage, the visa conditions, documents for marriage, and subsequent procedure at IGI must be checked separately.
If the invited person is your spouse, the situation depends on their citizenship, the type of visa requested, the place where the marriage was concluded, and the documents recognized by the Romanian authorities.
The notarial invitation does not guarantee the granting of the visa and does not automatically grant a long-term right of stay.

Can the notarial invitation be used for work, long stay, or a residence permit?
