To obtain a short-stay visa for visiting, tourism, or business in Romania, citizens of certain countries outside the EU or EEA must submit, in addition to other documents, a notarized invitation letter from a natural or legal person, either a Romanian citizen or a foreigner residing in Romania.

Below you will find the list of countries for which a notarized invitation letter is mandatory, as well as the other documents required at the Consulate to obtain the visa.
Short-Stay Visa: Purpose, Duration, and Conditions
A short-stay visa allows the interested person to apply for entry into Romania for reasons other than immigration, for a continuous stay or for several stays whose duration is less than 90 days, within 6 months from the date of first entry. This type of visa can be issued for one or more entries. A short-stay visa entitles the holder to visit Romania for a limited period, which cannot be extended. If they wish to stay in Romania for a longer period, they must obtain a long-stay visa and, subsequently, a residence permit. However, if, for objective reasons, the foreign citizen cannot leave Romania within the period granted by the visa, they can obtain a return decision from the territorial offices of the Romanian Immigration Office, a document that allows them to stay in Romania for a maximum of 15 days.

Content of the Invitation
The invitation will contain, among other things:
- Details of the person issuing the invitation. This can be a person of Romanian or foreign citizenship residing in Romania;
- The purpose of the foreign citizen's stay in Romania (visit, tourism, or business);
- The period of stay;
- Where applicable, the statement whereby the person issuing the invitation undertakes that, in the event that the foreign citizen does not comply with the term of stay in Romania, to cover the costs incurred by their maintenance (accommodation, food, medical assistance, transport ticket), as well as the costs related to their return to the country of residence. Declarations regarding maintenance and accommodation are not mandatory, but if they are not included in the invitation, the invited person must also submit proof of means of subsistence and accommodation to the embassy/consulate.
List of Countries Requiring a Notarized Invitation
A notarized invitation is required only for citizens of the following countries:

List of Countries *Not* Requiring a Notarized Invitation
A notarized invitation is *not* required, but rather an invitation approved by the Ministry of Internal Affairs - General Inspectorate for Immigration (IGI) is needed for citizens of the following countries:
Afghanistan, Algeria, Angola, Bangladesh, Burundi, Cameroon, Central African Republic, Chad, Côte d'Ivoire, Comoros, Congo, Djibouti, North Korea, Egypt, Eritrea, Gabon, Guinea, Guinea-Bissau, Haiti, India, Indonesia, Jordan, Iran, Iraq, Kyrgyzstan, Lebanon, Libya, Mali, Morocco, Mauritania, Nigeria, Pakistan, Palestine, Russia, Syria, Somalia, Sri Lanka, Sudan, South Sudan, Tunisia, Uzbekistan, Yemen.
Exceptions
In the case of the countries listed above for which an IGI-approved invitation is required, a notarized invitation is sufficient if the interested person is in one of the following situations:
- is a minor foreign citizen whose parent holds a residence permit in Romania that is valid for at least 90 days from the date the entry visa is granted;
- the spouse and parents of a foreign citizen who holds a residence permit in Romania that is valid for at least 90 days from the date the entry visa is granted;
- a foreign citizen of legal age (over 18 years old) whose parent is a Romanian citizen;
- a foreign citizen who is the parent of a Romanian citizen.
Other Clarifications
- The invitation for a foreign citizen is made at the notary only for short-stay visas for the purpose of visit, tourism, or business, not for family reunification, marriage, or other types of long-stay visas;
- The invitation is drafted at the notary office; it is not necessary to come to the notary with a pre-filled template;
- The invitation must be sent in original to the invitee (e.g., by courier or regular mail);
- The document is drafted and authenticated on the same day. To avoid a potential wait at the office (if the notary office is already busy with other clients), scheduling is recommended - for example, you can send the required scanned documents by email and we will schedule you only to sign and pick up the invitation.
Documents required at the EMBASSY/CONSULATE to obtain a visitor visa
- Travel ticket valid to the destination or driving license, green card, and vehicle registration documents, in the case of drivers;
- Medical insurance;
- Notarized invitation from the person being visited, stating that they will cover the costs of removal if the invited foreigner does not leave Romania by the date on which their right of residence established by the visa expires, as well as, when the visited person commits to it, the means of subsistence and accommodation of the foreigner;
- Proof of means of subsistence of 50 euro/day for the entire period, but not less than 500 euro or the equivalent in convertible currency, only if the notarized invitation does not state that the visited person will also provide the means of subsistence;
- Proof of accommodation, in the form of a firm reservation at an accommodation unit, a property deed or rental agreement for a dwelling in Romania in the applicant's name, only if the notarized invitation does not state that the visited person will also provide accommodation.
